Local law
Is the activity lawful for a private provider in this jurisdiction, and under what conditions? What is permitted in one country is frequently restricted in the next.

Confidential EnquirySecurity work does not travel freely. Every cross-border requirement is examined against the law of the place where it would actually be carried out.
02 — The position
Many security websites display a world map with territories marked. It is an effective graphic and, in most cases, a misleading one: it implies a standing presence, a licence and a legal basis that a provider may not hold in any of the places shown.
We take a different approach. We do not claim operations in specific countries, and we do not list territories. What we describe instead is the process by which a cross-border requirement is examined — because that process, not a map, determines whether anything can lawfully be done.
The practical consequence for a client is straightforward. When you ask whether we can assist in a particular place, the honest answer before assessment is that we do not yet know. After assessment the answer is definite, and it is sometimes no.
A provider willing to say yes to any territory on the first call is telling you something important about how they treat licensing, immigration and insurance everywhere else.
International capability is assessed assignment by assignment.
03 Jurisdictional Assessment Eleven questions
Each question below must have a clear answer before an assignment proceeds. An unresolved answer is treated as a negative one: uncertainty about whether something is lawful is not a basis for doing it.
Where the answer is no
If lawful delivery is not possible, we say so. Depending on the circumstances we may be able to offer remote advisory support, pre-travel preparation, or an introduction to an appropriately licensed local provider — but we will not deliver restricted activity under a different description.
Is the activity lawful for a private provider in this jurisdiction, and under what conditions? What is permitted in one country is frequently restricted in the next.
Does the work require a licence? Can it lawfully be obtained, by whom, and in what timeframe? Licensing regimes differ in scope as well as in stringency.
May the proposed personnel lawfully perform paid work in this territory? Competence is irrelevant if the answer is no.
What visa category applies, for what duration, and what conditions attach to it? Entering on the wrong basis creates exposure for the client as well as the individual.
Is appropriate cover available and valid for this activity, in this territory, for these people? Cover that excludes the actual activity is not cover.
Sector-specific rules, reporting obligations, permits for events or premises, and restrictions on particular activities or locations.
Governing law, jurisdiction for disputes, liability, data protection obligations, subcontracting and termination.
Where licensed local delivery is required, who is suitable, how are they assessed, and how is accountability maintained across the arrangement?
Local conventions and expectations that affect how work should be conducted — a practical requirement, not a courtesy, since conduct reflects on the client.
The client's own obligations: corporate policy, duty of care, sanctions and export controls, and any regulatory position of their own.
How the arrangement ends, how an individual leaves the territory if circumstances change, and who is contacted locally in an emergency.
04 International Travel Security Before, during, after
Travel support is the most frequently requested international service and the one where preparation produces the clearest return. Most of what goes wrong on a journey was foreseeable before departure.
01
Destination assessment proportionate to the journey; review of itinerary, accommodation and ground arrangements; documentation, visa and insurance check; medical considerations; briefing on local law, custom and practical conditions; agreement of a communication and check-in protocol; and a documented escalation route with named contacts.
02
Arrangements for arrival and transfer, review of accommodation on arrival, sensible movement planning between commitments, and coordination with any licensed local provider engaged for the assignment. The objective is that the traveller's arrival is unremarkable and their movements are not predictable to anyone who has not been told them.
03
Agreed check-in at agreed intervals, a defined route to assistance, and a named decision-maker on the client side for anything requiring a change of plan. Support is calibrated so that a traveller is not managed unnecessarily — over-supervision is disruptive and tends to cause people to stop reporting.
04
A short debrief covering what actually happened, what the preparation got right, and what should change for the next journey. Where an organisation travels repeatedly to the same destinations, this accumulates into genuinely useful institutional knowledge rather than a repeated first attempt.
Compliance statement
All international work is subject to applicable laws, licensing requirements, work authorisation, immigration conditions, insurance, contractual conditions and jurisdictional restrictions. We do not claim a presence, licence or capability in any country. We do not carry out activity that is restricted to government bodies or licensed local operators, and we do not facilitate the evasion of any legal requirement.
